Client - Acton Peninsula Alliance



Brief

Cost management of the Acton Peninsula Project, incorporating the National Museum of Australia, AIATSIS Building and associated infrastructure.

Pro-active involvement as the 'Cost Manager' in the Alliance Project Management Team delivered a successful result for a high risk and technically difficult project. This was achieved within well-defined quality and design integrity parameters.

The project was delivered within the original appropriation of $155 million.

Over $10 million in value engineering savings were identified after Alliance formation.


Outcomes

. All Project Management Team decisions were on a 'Best for Project'
basis with full knowledge of the cost implications.

. Expenditure was directed toward 'value for money' solutions within the overall budget.

. Procurement and contract administration techniques were innovative
and cost effective.

Client – ActewAGL

Brief

A Strategic Property Plan for ActewAGL’s property portfolio comprising one commercial property, two industrial sites and two works depots.

 

Outcomes

  • developed a Strategic Property Plan for all office accommodation to achieve cost savings through relocation and consolidation of activities;

  • developed a strategy for the more intensive use of the two works depots enabling the lease of one industrial property to be relinquished delivering savings in excess of $400,000 per year;

  • developed a property performance framework using the “triple bottom line” approach adopted by ActewAGL corporately.

Client - Australian Fisheries Management Authority

Brief

  • Assess the Canberra office market and identify options available to meet AFMA’s future accommodation requirements.

  • Conduct an open market tender process to source property options.

  • Adhere to AFMA and Commonwealth procurement guidelines.

  • Review the suitability of options and negotiate with tenderers.

  • Undertake a comprehensive value for money assessment including a financial analysis and  a risk analysis.

  • Negotiate the detail of the Lease and Agreement to Lease documents with the owner/developer.

  • Provide detailed advice on the governments approval processes.

Outcomes

  • Significant rental and other cost savings;

  • Rationalisation of office space utilisation;

  • New high quality accommodation.

Client - Department of Defence

Brief
The Djimindi Torpedo Project represents the first project alliance undertaken by the Defence Materiel Organisation. The objectives of the alliance are to develop better business relationships with the private sector and to achieve more effective outcomes for Defence.

Outcomes

. Participating and contributing to the establishment of the alliance
commercial framework;

. Briefing alliance and sub-alliance partners on the commercial issues
associated with project alliancing;

. Overseeing development of an integrated cost/schedule project
management system.

Brief

  • Develop a client brief based on an analysis of organizational objectives and requirements.

  • Conduct an open market tender process to source property options.

  • Adhere to CASA and Commonwealth procurement guidelines.

  • Undertake a comprehensive value for money assessment including a financial analysis and a risk analysis.

  • Carry out a net present value financial analysis to determine the comparative costs of alternatives.

Brief

Review the total cost of property services, internal and external, to determine scope for increased cost-effective external market delivery.

 

Outcomes

We achieved the following outcomes:

  • Identified all services;

  • Costed the provision of all property services to the CSIRO, both external and internally provided;

  • Determined a relevant outsourcing model that took account of the CSIRO management framework and the unique issues associated with its property needs;

  • Costed the outsourced model;

  • Identify scope for increased cost-effective external market delivery.

Client - National Museum, National Gallery, National Archives, and Australian Film Commission


Brief

Conduct an Accommodation Review for each agency and identify options available to meet the common need for art and cultural storage.

Outcomes

A comprehensive Strategic Accommodation Plan for each agency, demonstrating the most effective means of meeting their future storage requirements. This included:
Analysis of the most appropriate storage methods;

  • Preparation of a functional area schedule of the repository (building) requirements of each agency for the next ten years;
  • Calculation of space and building requirements;
  • Cost the construction / refurbishment / fitment work for each option;
  • Analysis of the capital expenditure, leasing, operating and other costs of each option, together with the anticipated cash flows;
  • Preparation of a comprehensive financial analysis of each option;
  • Evaluation of each option against detailed non-financial criteria;
  • Identification and costing of project risks; and
  • Ranking of the options on the basis of the financial, non-financial and risk evaluations, and making recommendations as to the preferred option.

Brief

Review of Property Management Arrangements

 

Outcomes

PCM was engaged by DFAT to deliver a comprehensive report that documented and examined the adequacy of existing property management arrangements.  We achieved the following outcomes:

  • Identified strategic objectives for the property management function;
  • Designed a performance measurement framework based on the Balanced Scorecard methodology;
  • Identified improvement opportunities in contract management;
  • Undertook a risk analysis for outsourcing property services;
  • Identified opportunities for greater efficiency in both energy and space usage.

Client - National Archives of Australia



Brief


Identify and analyse options for the current Sydney and Canberra archival facilities, and advise on the most effective way of meeting future archival storage requirements.

Outcomes

Key outcomes were:

  • Compared NAA's storage and retrieval methods against industry best practice;
  • Provided detailed condition reports on the two facilities and costed the maintenance and capital work required over the next 15 years;
  • Analysed the quantity and timing of future storage requirements;
  • Identified options available to satisfy NAA's future requirements and
    costed each of these options;
  • Provided a comprehensive financial analysis of each option based on 10-year cash flows, including sub-options based on different geographical criteria;
  • Provided firm recommendations, with advice on implementation strategy and timetable.
